Srinagar: In a significant step toward ensuring justice for victims of terrorism and resolving their long-pending issues, Lieutenant Governor Manoj Sinha on Tuesday launched a dedicated web portal for families affected by terrorist violence in Jammu and Kashmir.
The portal, developed by the Home Department in collaboration with NIC (National Informatics Centre), aims to streamline the process of delivering relief, compassionate appointments, and other forms of assistance to victims and their families. It will serve as a centralized platform for collecting and maintaining comprehensive district-wise data of families affected by terrorism. The portal will also record instances of encroachment on the property of victims or their relatives.
Speaking at the inauguration ceremony at Raj Bhavan, LG Sinha emphasized that the initiative would ensure faster and more transparent delivery of government assistance. “This portal will make sure that no legitimate case related to terror violence remains unresolved. Eligible families will receive financial relief, ex gratia compensation, and compassionate appointments in a timely manner. It will also help eliminate duplicate or fraudulent claims,” he said.
To support the functioning of the portal, special cells have been established at the offices of Divisional Commissioners, Deputy Commissioners, and District SSPs. These units will oversee registration, verification, and periodic review of cases involving terror victims.
Prior to the portal launch, helpline numbers were activated in each district under LG Sinha’s directions. These helplines, operated through the offices of the Deputy Commissioners and District SSPs, allow victims to report their issues and seek resolution. Dedicated toll-free numbers have also been established for both Jammu (0191-2478995) and Kashmir (0194-2487777) divisions. These helplines function through control rooms within the Divisional Commissioner’s offices to address complaints related to pending claims such as compensation, ex gratia relief, and compassionate employment.
The helplines are staffed with trained personnel and will be integrated with a centralized application system to ensure proper registration and prompt action on each complaint.
To ensure coordinated follow-up and monitoring of complaints and unresolved claims, special monitoring cells have been set up in the offices of the Chief Secretary and Director General of Police. These units will regularly review the status of pending and resolved cases, identify delays or obstacles in processing, and work in coordination with relevant departments to ensure timely and just outcomes.
LG Sinha reiterated the commitment of the Government of India under the leadership of Prime Minister Narendra Modi, and the Jammu and Kashmir administration, to deliver justice and comprehensive support to all victims of terrorism in the Union Territory.
